Are Nakuru MCAs taking the executive hostage?

All eyes are on the County Assembly of Nakuru as members on Tuesday initiated a process to impeach County Executive Committee Member for Finance and Economic Planning Mr. Joseph Kiuna.

The Assembly has accused the Executive of delaying tabling of crucial documents to facilitate budgeting process.

Last week more than half of the House members signed a petition seeking the ouster of the CEC with a motion having been tabled before the house.

The MCAs claim that the CEC has failed in his mandate and has denied the wards much of the desired development.

Other CeCs who might face impeachment according to the MCAs are Raymond Komen of ICT, Education and e-Government and Health CEC Manjari Mwangi. However, sources close to Governor Kinyanjui say this is a witch hand by a section of Nakuru MCAs.

Simon Ole Nasieku from the small business enterprises in Nakuru’s CBD says the MCAs despite having a duty to ensure oversight of the executive, they should not engage in witch hand.

Nasieku says the MCAs should have focused first on the passage of the County Finance Bill to enable the county deliver its mandate through the revenue allocation.

According to him, failure to pass such crucial Bill is sabotage to the county government since there are no guidelines on revenue and tax.

“We know the county assembly has mandate to oversight but then they should not use it to sabotage the executive. They should focus on Finance Bill passage which is paramount” he said.

His sentiments echoed by a section of traders operating within Nakuru’s CBD who said as it stands now there could be a crisis since the County Finance Bill is not yet in place to give guidelines on matters of License fee as well as taxation.

So is it a question of Nakuru MCAs taking the executive hostage leaving electorates to suffer due to delayed projects execution? It should be noted that this is not the first time to happen as MCAs have a history of sabotaging governors by coming up with conditions to pass Bills, vet county officials among others.
